Marks the section as complete and no further editing or information is required.
When a section is complete it will be marked with a check in the horizontal tab section like below.
After a section is marked complete it cannot be edited until the completion status is removed by clicking on the 'Remove Completion button'. The user must have appropriate permission level to remove the completion status.
